Claude Code login fixed (root cause)
The psmux sign-in failure was an empty CLAUDE_CONFIG_DIR — Claude treated set-but-empty as a real-but-missing config dir and fell to "API Usage Billing." Removed from HKCU + profile guard. Confirmed not in secrets.env, so it survives reboots.
